DIN ISO 45001:2028 becomes DIN EN ISO 45001:2023

In December 2023, the existing DIN standard was transferred to the status of a European standard and has since been called DIN EN ISO 45001:2023-12. The text was transferred to the European document virtually unchanged. As the new publication of the German SGA standard is not based on a revision of the content, there is no need for standard users to take any action. With the publication of the new DIN EN ISO 45001 – in addition to a necessary adaptation of the national preface – only one conceptual change was made, which mainly affects chapter 6.1.2 “Identification of hazards and assessment of risks and opportunities”. There, the term “evaluation” in connection with risks and opportunities has been replaced by the term “assessment”. This adjustment is intended to create greater proximity to the term “risk assessment”.

About DIN EN ISO 45001

ISO 45001 provides guidelines for an assessable occupational health and safety management system designed to safeguard and promote the health and safety of employees.

Among other things, the management system must include measures for

  • Assessment of potential hazards and risks
  • Self-assessment of occupational health and safety performance
  • Identification and control of preventive actions or corrective measures
  • Continuous improvement

Like similar management system standards, ISO 45001 uses a risk-based approach to enable organisations to take action through appropriate preventive measures and thus prevent accidents and damage to health in the workplace. The standard is therefore practice-orientated and adherence to the guidelines enables sustainable, efficient improvement of occupational health and safety throughout the entire company, without being sector-specific.

The aim of the occupational health and safety standard is to establish transparent and effective processes that lead to a high level of health and safety at work. The core areas include labour policy, consultation and participation, risk identification and assessment and risk management. In addition, the focus is on legal issues relating to occupational health and safety.

How does ISO 45001 certification work?

When companies obtain ISO 45001 certification, they go through a multi-stage certification process. If a certified management system is already in place, the process can be shortened.

  1. application and pre-audit (optional)
    Information meeting (by telephone or in person), application for certification, project meeting. Optionally, a pre-audit can be carried out to determine readiness for certification.
  1. certification on site
    The actual certification audit takes place in two stages: In stage 1 (system analysis), we analyse your management system on site and evaluate it. In the second stage (system audit), the audit takes place on site. Among other things, our auditors assess whether your management system complies with standards and identify potential for improvement. The audit results are presented at a final meeting. If necessary, action plans are agreed.

  1. certificate and seal
    After successfully completing certification, you will receive your certificate and can use the TÜV Saarland certification mark (with a maximum term of three years)
  1. surveillance audits
    After successful certification, we carry out an annual surveillance audit to ensure that your company continues to fulfil all the important criteria of ISO 45001. This provides expert support for the continuous improvement of your health and safety management system.
  1. recertification
    A DIN EN ISO 45001 certificate is valid for three years. Recertification takes place in good time before the certificate expires in order to ensure ongoing fulfilment of the standard requirements. A new certificate is issued upon fulfilment.

Frequently asked questions

The DIN ISO 45001 standard is the first international standard for occupational health and safety management systems. The standard for an occupational health and safety management system (OH&S system) is intended to ensure a standardised improvement in national and international occupational health and safety. DIN ISO 45001 was developed on the basis of the British standard BS OHSAS 18001. It is also based on a "Plan-Do-Check-Act" model. The use of the PDCA cycle serves to achieve a continuous improvement process.

On 12 March 2018 the International Organisation for Standardisation (ISO) published the final version of the ISO 45001:2018 standard.

Certification of occupational health and safety management is suitable for every company, regardless of size or sector. It enables you to the health and safety of your employees in the long term and fulfill your entrepreneurial obligations at the same time.

The cost of ISO 45001 certification depends on various factors. For example, it plays an important role whether your company already has a certified ISO management system. In addition, the size of your company and the complexity of health and safety at work as well as the criticality of the activities have an influence on the audit effort and therefore on the price.

Reducing the frequency of accidents is not explicitly required to obtain or maintain ISO 45001 certification. Instead, the standard focuses on creating an effective occupational health and safety management system (OHSMS) that identifies, assesses and controls risks in order to prevent occupational accidents, injuries and work-related illnesses.

While the reduction in accident frequency is an important goal and a logical consequence of a well-implemented ISO 45001 system, it primarily serves as an indicator of the effectiveness of the management system. A company that repeatedly reports high accident figures without effective countermeasures risks losing its certification because this indicates deficiencies in the management system.
